The foundational framework of the Alliance for Unity, Resilience & Awareness. The Seven Pillars and the Constitutional Charter stand above all else and remain unamendable; the agreements below are adopted in service of them.

A Treaty of Mutual Resilience and Protection
Preamble. The member families of the Alliance for Unity, Resilience & Awareness reaffirm their commitment to the Seven Pillars and to one another. They are determined to safeguard the safety, sovereignty, and future of their families, founded on the principles of mutual aid, self-reliance, and unconditional protection.
They are resolved to unite their efforts for collective resilience and for the preservation of their families' security and way of life. They therefore agree to this Covenant:
Member families undertake to settle any dispute between them by peaceful means, through consultation with the Alliance Council, in a manner that does not endanger the unity or security of the Alliance, and to refrain from any threat or use of force against one another.
Member families will contribute toward the further development of the Alliance by strengthening shared systems, by promoting understanding of the Seven Pillars among their households, and by encouraging cooperation in resilience, education, and resource-sharing between any or all member families.
In order more effectively to achieve the objectives of this Covenant, member families, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity for sovereignty across food, water, energy, communications, and security - in accordance with Pillar IV.
Member families will consult together, through the Alliance Council, whenever, in the opinion of any of them, the safety, sovereignty, or wellbeing of any member family is threatened.
Member families agree that a threat against the safety, sovereignty, or wellbeing of one or more of them shall be considered a threat against them all, and consequently they agree that, if such a threat occurs, each of them, individually and in concert with the other member families, will take such action as it deems necessary - including the sharing of resources, intelligence, shelter, and support - to restore the security and wellbeing of the affected family or families.
Any such threat and all measures taken as a result thereof shall be reported to the Alliance Council. Such measures shall continue until the Council determines that the security and wellbeing of the affected family or families has been restored.
For the purpose of Article 5, a threat to a member family is deemed to include:
This Covenant does not affect, and shall not be interpreted as affecting in any way, the rights and obligations of member families under the laws of the jurisdictions in which they reside, nor does it constitute a militia, paramilitary, political organization, or commercial enterprise, consistent with the Alliance's founding declaration.
Each member family declares that none of its existing commitments to any other party is in conflict with the provisions of this Covenant, and undertakes not to enter into any agreement in conflict with this Covenant or the Seven Pillars.
The member families hereby establish the Alliance Council, on which each member family shall be represented, to consider matters concerning the implementation of this Covenant. The Council shall be organized so as to be able to convene promptly at any time. The Council shall establish such subsidiary bodies as may be necessary, including a resilience committee responsible for recommending measures for the implementation of Articles 3 and 5.
The member families may, by unanimous Council agreement and majority membership vote, invite any family that demonstrates alignment with the Seven Pillars and Founding Oath to accede to this Covenant. Any family so invited may become a member by completing the e-Residency and onboarding process described under Citizenship.
This Covenant shall be adopted by each member family in accordance with the onboarding process administered by the Alliance Council. It shall enter into force for a member family upon completion of onboarding and acceptance of the Founding Oath.
After this Covenant has been in force for five years, or at any time thereafter, the member families shall, if any of them so requests, consult together for the purpose of reviewing the Covenant, having regard for the factors then affecting the safety and resilience of the Alliance.
Any member family may cease to be a Party to this Covenant by providing written notice to the Alliance Council. Withdrawal shall take effect according to a transition process established by the Council, which shall account for the continuity of shared resources and the wellbeing of children within the withdrawing family.
This Covenant shall be maintained by the Alliance Council as the authoritative governing agreement of the A.U.R.A. Alliance, subordinate only to the Constitutional Charter (AURA-CONST-001) and the Seven Pillars, which remain unamendable.
